Opportunity Scholarship Tiers for a Charlotte Family of Four: $61,050, $122,100 and $274,725

Where the 2026-27 income lines fall for Charlotte households, the $2,382 cliff between Tier 2 and Tier 3, and what each tier pays.

TL;DR: For 2026-27 a Charlotte family of four is Tier 1 up to $61,050, Tier 2 up to $122,100 and Tier 3 up to $274,725, with maximums of $7,942, $7,148 and $4,766; everyone else gets up to $3,574. The biggest drop is the $2,382 step from Tier 2 to Tier 3.

What are the 2026-27 Opportunity Scholarship tiers?

There are four. For 2026-27 NCSEAA's maximums are $7,942 for Tier 1, $7,148 for Tier 2, $4,766 for Tier 3 and $3,574 for Tier 4, paid half in the fall and half in the spring to a Direct Payment School. The amounts come from G.S. 115C-562.2, which sets them at 100%, 90%, 60% and 45% of the prior year's average state per-pupil allocation.

The income lines behind the tiers are anchored to the federal free or reduced-price lunch threshold. Tier 1 is at or under that line, Tier 2 goes up to twice it, and Tier 3 goes up to four and a half times it. Anything above, or no income reported, is Tier 4.

Because the percentages apply to the prior year's per-pupil allocation, the dollar figures can change from one school year to the next. Use the 2026-27 numbers below for the current year, and check NCSEAA's new chart before budgeting for 2027-28.

Which tier is a Charlotte household in?

It depends on household size as well as income. Here are NCSEAA's 2026-27 maximum incomes for the household sizes most Charlotte families fall into; the full table to twelve people is on our tier calculator.

People in householdTier 1 up toTier 2 up toTier 3 up to
2$40,034$80,068$180,153
3$50,542$101,084$227,439
4$61,050$122,100$274,725
5$71,558$143,116$322,011
6$82,066$164,132$369,297

For a family of four, that means $61,050, $122,100 and $274,725. In a metro where many two-earner households land between $100,000 and $150,000, the Tier 2 line runs straight through the middle of the market.

Tier 2 vs Tier 3: where is the cliff?

The steepest drop sits between Tier 2 and Tier 3. A family of four earning $122,100 qualifies for up to $7,148 per child. One dollar more and the maximum becomes $4,766, which is $2,382 less per child, or $4,764 less for two children. Between Tier 1 and Tier 2 the gap is only $794, and between Tier 3 and Tier 4 it is $1,192.

Families near a line should report income carefully and keep the documents they used, because NCSEAA verifies a sample of Tier 1 to 3 awards every year and revokes awards when a household does not cooperate. This is not a reason to under-report; it is a reason to know which side of the line you are on before you compare schools.

What does each tier pay at a typical Charlotte-area school?

The award is capped at the school's required tuition and fees, so the real effect depends on price. The examples below use illustrative tuition figures, not quotes from any school, because neither the state nor the federal survey publishes tuition.

Illustrative tuitionTier 1 family paysTier 2 family paysTier 3 family paysTier 4 family pays
$7,500 (small church academy)$0$352$2,734$3,926
$11,000 (mid-size Christian K-12)$3,058$3,852$6,234$7,426
$18,000 (independent day school on the list)$10,058$10,852$13,234$14,426

At the $7,500 school a Tier 1 award is capped at $7,500, not $7,942. School aid, church-member pricing and, for Catholic schools, the diocese's need-based tuition program usually come next. See what the scholarship covers and what it does not.

What documents prove a Charlotte family lives in North Carolina?

NCSEAA checks residency before it pays. Under G.S. 115C-562.3 it accepts a verified North Carolina driver's license or state ID, verified voter registration, verified receipt of state public benefits, a state income tax filing for the prior year, or current enrollment in a North Carolina public school. A family without one of those can upload a current utility bill, bank statement, paycheck, government check or other government document showing the parent's name and a North Carolina address.

Families moving to the Charlotte area can apply while relocating, but they must be physically living in the state when the student enrolls, and residency documents must be in by October 1 for fall funding.

How does the lottery interact with the tiers?

Tiers decide both the amount and the order. Under the statute and NCSEAA's process, students who held a scholarship the prior year are funded first. New students who applied in the priority window are randomly ordered by lottery and then funded starting with Tier 1, then Tier 2, then Tier 3, then everyone else, until money runs out. Applying is not first come, first served.

The 2026-27 priority window ran February 2 to March 2, 2026. NCSEAA has not posted 2027-28 dates, but state law requires applications to open by February 1, 2027, with priority for those received by March 1.

Frequently asked questions

What income puts a Charlotte family of four in Tier 1 for 2026-27?

A household of four with income at or below $61,050 is Tier 1 and can receive up to $7,942 per student.

What happens if a family earns just over a tier line?

The maximum drops to the next tier. A family of four at $122,100 can get up to $7,148; at $122,101 the maximum becomes $4,766, a difference of $2,382 per child.

Does Tier 4 require income documents?

No. Tier 4 has no income limit, and a family that does not report income is placed there, with a maximum of $3,574.

Can the award be smaller than the tier maximum?

Yes. The award never exceeds the school's required tuition and fees, so at a lower-priced school it equals the tuition.
