TL;DR: Mecklenburg 4-year-olds can attend MECK Pre-K free, and a record 1,913 graduated in 2026. Families in Union, Cabarrus and Gaston rely on NC Pre-K, which has an income test at 75% of state median income. The Opportunity Scholarship does not start until kindergarten.
Is pre-K free for every 4-year-old in Charlotte?
In Mecklenburg County, yes. MECK Pre-K is free to families, and the county describes it as open to every 4-year-old who lives in Mecklenburg. The county pays for it, Smart Start of Mecklenburg County administers it, and classes are taught by licensed teachers in licensed child development centers.
The program keeps growing. Mecklenburg reported a record 1,913 graduates in June 2026, the biggest class since MECK Pre-K launched in 2018, and registration for the 2026-27 year opened in February. Families apply at MeckPreK.org or in person at two Smart Start resource centers: the Ella B. Scarborough center on Stitt Road on Tuesdays and the Valerie C. Woodard center on Freedom Drive on Wednesdays.
What do families in Union, Cabarrus and Gaston use instead?
They use NC Pre-K, the statewide program once known as More at Four. A child who turns 4 on or before August 31 qualifies when family gross income is at or below 75% of state median income, and children of certain military families qualify at any income.
There is some room above the line. Up to 20% of enrolled children may come from families over 75% of state median income if they have a documented risk factor, such as a developmental disability, limited English proficiency, an educational need or a chronic health condition. Meeting the rules does not guarantee a seat, and counties keep waiting lists when funding falls short. Applications go through the NC Pre-K contracting agency in your county of residence.
MECK Pre-K vs NC Pre-K: what is the difference?
The short version is who pays and who qualifies. MECK Pre-K is a county program for Mecklenburg residents with no income test described by the county. NC Pre-K is a state program available in every county, with an income test and a limited set of exceptions.

Inside Charlotte-Mecklenburg Schools, the Bright Beginnings pre-K program runs in partnership with Smart Start and NC Pre-K and has its own online registration for children who are 4 by August 31, 2026.
How many Charlotte-area private schools report pre-K classes?
44 schools in the federal private school survey for the four counties report a pre-K grade. Whether a private school's pre-K room is free depends on whether it is a MECK Pre-K or NC Pre-K site, so ask the director directly.

One rule surprises families who plan to stay at the same school: the Opportunity Scholarship starts at kindergarten, so a school's pre-K year is paid privately unless free pre-K or subsidy covers it. Browse the preschool and early learning list.
How should a pre-K family plan for kindergarten funding?
Apply for the Opportunity Scholarship in the pre-K year. A child finishing MECK Pre-K or NC Pre-K in spring 2027 who will start kindergarten at a private school in fall 2027 needs a 2027-28 application, and state law requires NCSEAA to open that application by February 1, 2027, with priority for applications received by March 1. NCSEAA lets families set up MyPortal accounts starting in December, and only one parent of record can hold the account, so sort that out before the window opens.
The kindergarten year is funded at the same tier amounts as every other grade, up to $7,942 at Tier 1. If the child stays at the same campus where they attended pre-K, the family moves from free pre-K or subsidy straight onto the scholarship, provided the school is on the Direct Payment list.
What covers the years around pre-K?
North Carolina's Subsidized Child Care Assistance does. It helps families who are working, in school or training, job-hunting through Work First, or whose child has developmental needs, and who meet the state's income limits. Families pay a fee set as a percentage of gross monthly income, currently 10% where it applies; families involved with CPS, child welfare services or foster care are exempt.
In Mecklenburg, the Department of Social Services contracts with Child Care Resources Inc. for subsidy, at 704-336-3000. In Union, Cabarrus and Gaston, the county social services agency handles applications. Subsidy can pay any participating provider, including church preschools and private school aftercare.
